New features

Enable class B support
Add HAL tools as external packages: sx1301-utils, sx1302-utils

Evolutions

basicstation is now installed by default but not enabled
lorafwd is no more enabled by default
webui: allow custom NTP server to be configured from local web interface
basicstation: stop modifying firewall rules
lorad: config API now restarts lorad only if needed

Bug fixes

network configurations are no longer replaced when performing an upgrade
board information variables are available in all environment
no longer line wrapping issues in the shell
lorad: correctly disabling some configurations using the lorad API
basicstation: more robust implementation against incomplete class C downlink messages
